Explanation
在 (zài) here is a preposition that introduces the place or means where an action takes place, equivalent to "at, in, on" in English.
Subject (the person or thing performing the action, at the start of the sentence) + 在 + place/thing + Verb (e.g. 在北京学 zài Běijīng xué = to study in Beijing).
the phrase 在 + place comes BEFORE the verb, not after it as in Vietnamese. - Indicating location: 在北京 (in Beijing), 在家 (at home). - Indicating means/surface: 在手机上 (on the phone), 在网上 (online). The structure 在...上 (zài...shàng) means "on top of...".
When you want to say where an action happens or by what means.
在 can also be a VERB meaning "to be (located) at, to be present", e.g. 他在家 (He is at home) - here 在 stands alone as the predicate (the part stating the action or quality of the subject), with no other verb following it. In addition, 在 can also act as an adverb (a word modifying a verb or adjective) indicating an action in progress (他在看书 - he is reading a book).
Placing the 在... phrase after the verb in the Vietnamese way (wrong: 哥哥学中文在北京). Correctly, 在 + place must come before the verb.
