Explanation
This is the “是⋯⋯的” sentence type (type 2), used to emphasize the speaker's viewpoint, evaluation, or attitude about a matter, carrying a nuance of firm affirmation.
subject (the person or thing performing the action, at the head of the sentence) + 是 (shì) + [the evaluated part: adjective / modal verb such as 可以 kěyǐ, 会 huì] + 的 (de). 是...的 wraps around the part to be emphasized.
when you want to express a firm opinion, to reassure, or to affirm a belief (e.g. 'this problem can definitely be solved').
different from 是...的 type 1 (which emphasizes the time/place/manner of an event that HAS already happened, like 我是坐飞机来的). Type 2 here emphasizes ATTITUDE and EVALUATION, not a specific past event.
Vietnamese learners often drop the 的 at the end, losing the emphatic nuance; you must keep the full 是...的 pair. Also note that 是 here is not translated as 'to be' but only serves an emphatic role.
