Explanation
说A就A is a fixed four-character construction (四字格 sìzìgé — a common four-character phrase pattern), used to emphasize that an action is done immediately, without hesitation once decided.
说 shuō (say) + A + 就 jiù (right away) + A. "A" is the same verb repeated (走 zǒu "go", 干 gàn "do"). e.g. 说走就走 = say go and go right away; 说干就干 = say do and do it at once. 就 (jiù) in the middle carries the meaning "right away/at once".
When you want to praise or describe decisiveness, resoluteness, acting immediately without dithering. It usually carries a positive, forceful nuance. The whole phrase 说A就A can serve as an attributive (modifying a noun) as in 说走就走的旅行 (a trip where you just get up and go).
Vietnamese learners often fill the two A positions with two different verbs; it must be the SAME verb in both places. Also, don't replace 就 with 才 or 都 — only 就 gives the meaning "do it right away".
