Explanation
就是说 (jiù shì shuō) and 这就是说 (zhè jiù shì shuō) are connecting phrases used to explain, rephrase, or draw a conclusion from what was just said, equivalent to "that is / in other words / this means".
(这) + 就是说 (jiù shì shuō) + explanatory clause → placed at the start of the clause to clarify the preceding idea.
这就是说,责任不在你 (zhè jiù shì shuō, the responsibility is not yours).
