Explanation
别管…都… is a structure of the conditional compound sentence (a sentence with two or more clauses linked by conjunctions) expressing "no matter…, always…": however the condition or object changes, the result stays the same. 别管 (bié guǎn) means "regardless of, no matter."
别管 (bié guǎn) + [condition with an indefinite element such as 谁 shéi "who," 什么 shénme "what," 怎么 zěnme "how"] + ,都 (dōu) + [result]. 都 in the following clause is obligatory to emphasize the invariability.
