Explanation
This structure is used to admit a fact in the first clause (虽说), but immediately put forth an opposing or supplementary opinion in the latter clause (但是/可是/不过). It is similar to 'Although... but...' in English. 虽说 is more colloquial than 虽然. The three words 但是, 可是, 不过 are basically interchangeable in this structure, with 不过 being slightly gentler.
