按说

按说 - In theory / By rights

Explanation

按说 is used to introduce a generally accepted situation or logical inference, while reality turns out otherwise. It means 'in theory', 'by rights' or 'according to common sense'. It often goes with '可是', '但是' to point out the contrast with reality. For example: 'By rights this should be the off-season for vegetables, but here there are still many kinds of vegetables.'
