Explanation
过 (guò) is an aspect particle (动态助词 — a function word placed after a verb to indicate the progressing state of an action; here it is a particle added to express a grammatical meaning, with no separate meaning of its own), placed after a verb to indicate having 'ever' experienced something in the past.
Subject + Verb + 过 guò (+ number of times/object).
我去过中国 (I have been to China).
When emphasizing an EXPERIENCE one has had, without caring about exactly when. The negative uses 没 méi + Verb + 过: 我没去过中国 (I have never been to China).
过 guò stresses 'having had the experience' (possibly long ago, no longer the case now); 了 le stresses that an action is 'completed, has happened'. 我去过北京 = have been to Beijing (experience); 我去了北京 = went to Beijing (a completed matter).
Vietnamese learners often use 不 bù instead of 没 méi for the negative (不去过 is WRONG), and often drop 过 in the negative (you must keep 没...过).
