Explanation
关于 (guānyú) is a preposition (a word placed before a noun to indicate a relationship), used to introduce the topic or scope that the content concerns, meaning "about", "regarding", "concerning".
there are two usages. (1) 关于 + noun + 的 (de) + head noun, functioning as an attributive (a component that modifies a noun): 关于环境保护的书 a book about environmental protection. (2) 关于 + noun placed at the BEGINNING of the sentence as an adverbial (a component indicating topic or circumstance), followed by a comma: 关于明天的考试，... Regarding tomorrow's exam,...
when you want to introduce the subject or field of a whole sentence or of a noun; usable in both spoken and written language.
关于 (guānyú) states a scope/topic and can stand at the beginning of a sentence; while 对于 (duìyú, toward/regarding) emphasizes the object toward which an attitude/action is directed. For a general topic, use 关于.
forgetting 的 when it serves as an attributive (writing 关于战争电影 wrongly; the correct form is 关于战争的电影); or placing 关于... at the end of the sentence — it usually stands at the beginning of the sentence or before a noun.
