Explanation
到⋯⋯为止 is a fixed format (固定格式 gùdìng géshì = a structure used as a fixed template, with unchangeable word order), meaning "up to... and then stop / is the end". 到 (dào) = up to, 为止 (wéizhǐ) = as the stopping point.
到 + [time point/point] + 为止，[content]. In the middle is usually a time point (目前 = present, 昨天 = yesterday) or an endpoint (此 = here).
When stating a time limit or the scope counted up to a certain point: 到目前为止 (up to now), 到此为止 (that's the end here). Often used to wrap up/conclude something (到此为止 when ending a report).
You cannot omit 为止 (wrong: 到目前，他还没...; correct: 到目前为止). This phrase usually stands at the beginning of the sentence as an adverbial of time, so do not misplace it after the verb. 到此为止 is a fixed phrase usually used as a whole block, without splitting off the character 此.
