'不管怎样说' (bùguǎn zěnyàng shuō) is an emphatic phrase meaning 'no matter what one says', 'in any case', used to assert that whatever the reasoning or explanation, the conclusion that follows remains unchanged.
不管怎样说 bùguǎn zěnyàng shuō ，+ the main judgment/conclusion. This phrase stands at the head of the sentence.
When you want to set aside all reasons and justifications to make a firm assertion — whether a criticism (你这么做就是不对) or wrapping up a result (这事总算办成了).
Vietnamese learners easily mistake it for a question because of the word 怎样 (zěnyàng, how) — but this is NOT a question, it's a concessive phrase. The latter clause usually goes with 就 (jiù) or 总算 (zǒngsuàn) to stress the conclusion; don't drop the comma separating the phrase from the main clause.
