Explanation
在……看来 (zài……kànlái) is a fixed structure (固定格式 gùdìng géshì, a sentence frame used as one whole unit) meaning "as... sees it, in the eyes of..., from the viewpoint of...," used to clearly state the opinion or perspective of a person or group.
在 (zài) + noun / pronoun referring to a person (我 wǒ I, 老师 lǎoshī teacher, 很多人 hěn duō rén many people) + 看来 (kànlái = it seems / it appears that), placed at the beginning of the sentence, followed by the clause stating the viewpoint.
When you want to say "in someone's opinion...," emphasizing that this is the subjective perspective of the person/group mentioned, not necessarily an objective truth.
Vietnamese learners often drop the 在 at the beginning (writing only ...看来) or fill an entire clause into the middle of 在...看来 — correctly, the blank only takes a person/group, while the opinion goes in the clause that follows.
