Explanation
不X不⋯⋯，一X⋯⋯ is a colloquial pattern (口语格式 kǒuyǔ géshì = a sentence template used in everyday speech) expressing surprise and astonishment when, upon actually experiencing something, one discovers something unexpected.
不 + X + 不知道 (without doing X, one wouldn't know), ，一 (yī, as soon as/once) + X + (the surprising thing discovered). X is the same verb repeated in both clauses (看 look, 做 do, 问 ask…). Classic model example: 不看不知道，一看吓一跳 = without looking you wouldn't know, but one look gives you a shock.
when recounting a feeling of astonishment because reality is far from what one first thought (a big change, a high price, a difficult task…). Very colloquial, often used in conversation and storytelling.
the X in both clauses must be the SAME verb (不看…一看…); beginners often change it to two different verbs. The second part of 一X must be something surprising/a strong result; do not attach an ordinary, uneventful idea.
