至于 (zhì yú)
Explanation
至于 (zhì yú) is a word used to shift to a new but related aspect/topic, equivalent to "as for, as regards" in English.
(having finished discussing matter A), 至于 + B (new topic) + the discussion of B. 至于 stands at the beginning of the second clause, introducing topic B to be handled separately.
when you have just finished making one point and want to set apart another point to continue with, usually a point that is not yet clear, still open, or needs further discussion. Common in written text, announcements, and formal/written usage (used in books and documents, rarely in speech).
do not confuse 至于 with 关于 (guān yú, about/regarding). 关于 introduces the topic right at the start of the sentence (关于这件事… = about this matter…), whereas 至于 requires an idea A to be stated first before shifting to B. Do not use 至于 to open a whole passage when there is no prior idea.
