Explanation

This is the use of the rhetorical question 反问句 (fǎnwènjù) — a sentence in the form of a question but which does NOT require an answer, actually used to strongly AFFIRM a point.

Structure

use an interrogative pronoun (a question word) such as 谁 (shéi, who), 怎么 (zěnme, how), 哪儿 (nǎr, where) + the rest, usually ending with the mood particle (function word expressing nuance) 呢 (ne) or 啊 (a).

When to use

when you want to emphasize a point by asking in reverse. The key: a rhetorical question carries the OPPOSITE meaning of its surface wording. 谁不知道 ("who doesn't know") = "everyone knows"; 怎么会知道 ("how could I know") = "I can't possibly know"; 哪儿有时间 ("where would I get the time") = "I have no time".

Common mistakes

Vietnamese learners often take the question literally without realizing it affirms the opposite, leading to completely wrong translations. When you encounter 谁/怎么/哪儿 with 呢/啊 in a rhetorical tone, flip the meaning: if there is a 不, read it as an affirmation; if there is no 不, read it as a negation.
