依据 (based on / according to)
Explanation
依据 (yījù) is a preposition (a word placed before a noun to indicate a relationship: at, with, for, according to...) meaning "based on, according to," used to state the basis or foundation for an action or decision. It is more formal than 根据 (gēnjù = based on) and leans toward written/formal usage (used in documents, seldom in casual speech).
依据 (yījù) + noun of basis (facts, laws, clues, materials...) + verb. E.g. 依据事实 (yījù shìshí = according to the facts), 依据法律 (yījù fǎlǜ = according to the law).
In documents, formal speech, administrative or legal contexts. In everyday conversation it's more natural to use 根据 or 按照 (ànzhào = according to).
Vietnamese learners often use 依据 in everyday speech where it sounds too stiff; and often place the 依据... phrase after the verb — properly, the 依据 + noun phrase must come BEFORE the main verb.
