Explanation
This is a cause-and-effect compound sentence (the first clause states the cause, the latter states the result). 以至于 (yǐzhìyú) is a conjunction (a word linking clauses), meaning "to the point that, so much so that," introducing a result of a high degree, often beyond expectation, brought about by the cause in the first clause.
(clause 1, cause/situation), 以至于 (yǐzhìyú) + (clause 2, extreme result) (e.g. 太快，以至于难以反应 = too fast, so much so that it was hard to react in time). It can be shortened to 以至.
Use when emphasizing that a result has been pushed to a considerable, often excessive, surprising degree; it carries a formal tone and is often found in formal/written usage.
以至于 emphasizes a rising degree leading to a result (often excessive, possibly negative); whereas 因此 (yīncǐ = therefore) merely states an inevitable result neutrally, with no implication of "excess." 以致 (yǐzhì) is close in meaning but usually introduces a bad result.
Using 以至于 for an ordinary result that carries no "to the point that" sense (losing its emphatic nuance); confusing 以至于 in writing with 甚至 (shènzhì = even) — the two words function differently.
